Phase II General Information

It is a good idea to start your SBIR/STTR Phase I grant application with a subsequent Phase II application in mind. The primary purposes of a Phase I grant is to demonstrate: 1.) that the proposing firm can conduct high-quality research, 2.) that the proposed effort is technically feasible, and 3.) adequate development has taken place in order to justify the much larger Phase II investment. Phase II awards constitute the principle research and development effort, with more money (up to $750,000) and more time (up to two years) for the proposed research.

The focus of Phase II awards is the demonstration of the implementation and marketability of technology found feasible during the Phase I research. While the content of the Phase II proposals is quite similar to Phase I, it is important to note that the government is starting to place more emphasis on the commercialization of potential Phase II technologies, requiring a commercialization plan as a part of the proposal. Only Phase I applicants are eligible for Phase II funds. Phase II awards are based on the results of Phase I as well as the technical and scientific merit. Of those who are awarded Phase I grants, a few will be invited to submit a Phase II proposal with approximately a 40% chance of receiving funding. Phase II proposals follow the same general format as Phase I proposals and are evaluated according to the criteria set forth by the granting agency.
